Transportation Director
Duties and Responsibilities:
• Directs, develops, and promotes services provided by the Agency’s Section 5311 rural public transportation system. Constantly reviews workflow/paper flow in manner in which reductions and/or improvements to efficiency may be found and implemented.
• Develops and promotes effective communications between transportation personnel, Agency personnel, and outside entities. Responsible for providing clear and accurate communications in technical, grantee, regulatory, legal, and layman terms.
• Responsible for growth and improvement of transportation services through budget and grant administration, new funding sources, and a system of o program/performance evaluation. Responsible for maintaining financial integrity of program using cost/benefit analysis, route/service and analysis, projected funding an budget reviews and operations cost measures – i.e. cost/mile, cost/trip, revenues/trip, fare recovery ratio, “deadhead” mileage cost. Maintains accurate and detailed data which reflects program’s outcome-based performance standards. Develops such outcome-based-measures in accordance with FTA/DOT regulations/requirements.
• Negotiates contracts on a full cost recovery basis to provide service to other agencies and entities. Responsible for grant formulation and management/compliance. Assures contract and grant billing is completed on a timely basis. Provides state/federal offices with accurate and timely reporting data.
• Formulates program goals and objectives based on innovative practices, federal/state regulatory and legislative changes, and funding programs. Effectively couples program’s goals and objectives with the grant applications and FTA/DOT requirements, regulations, and long-term plans.
• Initiates and maintains excellent working relationships with Delta HRA Board of Directors, state and local officials, TDOT, the general public, and peer agencies and/or groups.
• Attends and actively participates in meetings, seminars, and workshops as deemed appropriate for the Transportation Program and Agency advancement. Transfers knowledge and skills received from such to transportation office staff through training.
• Responsible for the development of marketing and community relation/PR campaigns and/or plans for Public Transportation Program.
• Abides by Agency rules, regulations, policies, procedures and Agency handbook.
• This list of duties and responsibilities is not inclusive. Employee is responsible for other duties assigned from the Executive Director.
Experience and Education
Bachelor’s Degree in Business Administration preferred
Transportation Management Experience preferred
Excellent Oral and Written Communication Skills
Excellent Customer Service Skills
